Community Project Funding Submissions FY2027

Congresswoman Robin Kelly submitted the following community projects for funding in the FY2027 Appropriations bill. 

 

Commerce, Justice, Science, and Related Agencies Appropriations Bill for Fiscal Year 2027

 

Project Sponsor: UCAN Chicago

Location: 13700 S Indiana Ave, Chicago IL. 

Requested Amount: $500,000

Summary: This project will collaborate among community-based organizations, hospitals, and law enforcement in order to advance safety, healing, and coordinated response in some of Chicago’s most underserved neighborhoods.

Project Sponsor: Village of Lynwood Police Department

Location: 21460 Lincoln Highway, Lynwood IL.

Requested Amount: $400,000

Summary: These funds will enhance and upgrade technology and equipment that will assist our officers in completing important police reports and recording activities while responding to police calls.

Project Sponsor: Illinois Department of Human Rights 

Location: 555 W Monroe St, Chicago, IL, 60610

Requested Amount: $1,500,000

Summary: This funding would support a statewide initiative that provides grants, training, and a collaborative network to help communities prevent targeted violence, hate, and social polarization while strengthening cooperation between local governments, law enforcement, and community organizations.

Energy and Water Development, and Related Agencies Appropriations Bill for Fiscal Year 2027

 

Project Sponsor: Chicago - US Army Corps of Engineers

Location: 231 S. LaSalle St, Chicago, IL 60606.

Requested Amount: $10,000,000

Summary: The funding for this project would provide technical planning, design and construction assistance to non-federal interests who have environmental infrastructure needs in Cook County, Illinois. The proposed project will replace water infrastructure that is aged and deteriorated. In addition, it will improve storm and sanitary sewers in various areas in Cook County, Illinois, such as Calumet City, Dixmoor, Flossmoor, Ford Heights, Glenwood, Harvey, Lansing, Matteson, Park Forest, and Richton Park.

Homeland Security Appropriations Bill for Fiscal Year 2027

 

Project Sponsor:  Village of Monee

Location: 25711 S Egyptian Trial, Mone IL, 60449.

Requested Amount: $2,000,000

Summary: This project will fund the construction of a Regional Emergency Operations Center (EOC) to serve the underserved communities in the south and eastern portion of Will/Cook counties.

Interior, Environment, and Related Agencies Appropriations Bill for Fiscal Year 2027

 

Project Sponsor:  Village of Richton Park

Location: 4455 Sauk Trail, Richton Park IL.

Requested Amount: $1,750,000

Summary: This project is for the rehabilitation of a water treatment facility to upgrade the outdated system.

Project Sponsor: City of Markham

Location: 16313 S Kedzie Parkway Markham, IL 60428.

Requested Amount: $2,500,000

Summary: The purpose of this project is to replace old deteriorating water mains and lead service lines within the Phase II area of the East Side neighborhood in the City to protect the public health of this disadvantaged community.

Labor, Health and Human Services, and Education Appropriations Bill for Fiscal Year 2027

 

Project Sponsor: OSF Sacred Heart

Location: 812 North Logan Avenue, Danville, IL 61832

Requested Amount: $1,000,000

Summary: The funding would be used to implement Phase 1 of an IDPH-approved plan to modernize and renovate the ICU. The funds will ensure that a highly rural, aging, and economically neglected community has a modernized and comprehensive ICU that can maintain clinical excellence for a higher volume of acute patients close to home.

Project Sponsor:  Iroquois Memorial Hospital and Resident Home 

Location: 200 E Fairman Avenue, Watseka, IL 60970

Requested Amount:  $250,000

Summary: Funding will support the expansion of diagnostic, emergency care, and rehabilitation equipment at Iroquois Memorial Hospital, a Critical Access Hospital serving rural residents across Iroquois County and surrounding communities in eastern Illinois.

Project Sponsor: Community Health Partnership of Illinois 

Location: 202 N Schuyler Ave, Kankakee, IL 60901

Requested Amount: $1,000,000

Summary: This funding will support renovations to expand the Kankakee site by 2,500 SF, including exam rooms, dental operatories, and behavioral health counseling rooms, to accommodate patient growth.

Project Sponsor: Gibson Area Hospital and Health Services

Location: Lot 7, Rantoul Village, Rantoul, IL 61866

Requested Amount: $4,500,000

Summary: The purpose of this project is to construct and equip a full-service health clinic in Rantoul, IL, that will provide primary care, behavioral/mental health services, and dental services.

Transportation and Housing and Urban Development Appropriations Bill for Fiscal Year 2027

 

Project Sponsor:  City of Calumet City

Location: 204 Pulaski Road, Calumet City, IL 60409.

Requested Amount: $360,000

Summary: This funding will help the city install 60 new streetlights to allow for better lighting, safety, and quality of life.

Project Sponsor: Chicago Housing Authority  

Location: 2437 E 106th St, Chicago, IL

Requested Amount: $2,000,000

Summary: This funding will help improve residents’ quality of life; Trumbull Park Homes will undergo a comprehensive remodeling. The remodeling will include new heating, air conditioning, electrical, and plumbing systems, interior finishes, as well as exterior window, door, roof covering replacement, and landscape improvement.

Project Sponsor:  Village of Park Forest

Location: 350 Victory Dr, Park Forest, IL 60466.

Requested Amount: $1,000,000

Summary: This funding will support the demolition and abatement of identified environmental issues at the blighted property and jump-start the development of more than two-hundred missing middle housing options, establishing a new neighborhood in the proximity of commuter rail, bus service, and Lincoln Hwy.

Project Sponsor:  Village of Matteson

Location: 4900 Village Commons, Matteson, IL 60443.

Requested Amount: $2,000,000

Summary: The Village of Matteson is seeking federal funding to complete the pre-development infrastructure necessary to activate the Market Square Crossing site (the former Lincoln Mall property) as a premier, walkable, transit-accessible mixed-use district.

Project Sponsor:  Village of Richton Park

Location: 4455 Sauk Trail, Richton Park IL.

Requested Amount: $885,000

Summary: The project that is being requested is a new fire engine. This project will replace an aged fire engine that, by National Fire Protection Association (NFPA) standards, will need to be removed from service and placed on reserve status.

Requested Amount: $2,000,000

Summary: This funding would go towards the rehabilitation of the Rainbow Beach Park fieldhouse and court restorations.

Project Sponsor: Cook County Department of Transportation and Highways

Location: 118 N. Clark Street, Chicago, IL 60602

Requested Amount: $790,000

Summary: Cook County seeks to close a 2-mile gap in the Burnham Greenway in the Village of Burnham to improve access for pedestrians and bicyclists.

Project Sponsor:  City of Kankakee, IL 

Location: 304 S. Indiana, Kankakee, IL 60901

Requested Amount: $517,500

Summary: The City of Kankakee is seeking assistance in the amount of $517,500.00 for the infrastructure of new lighting as part of a larger streetscape project, making Route 115 in Kankakee more walkable.

Project Sponsor:  Metra

Location: 547 W. Jackson Blvd., Chicago, IL 60661.

Requested Amount: $2,000,000

Summary: The project will make improvements to 4 Metra stations across Chicago and its south suburbs. The upgrade includes reconstructed platforms, climate‑controlled waiting areas, improved wayfinding & signage, and full ADA‑compliant upgrades.
